The section between the village of Belokopitovo and Buhovtsi in the direction of Targovishte is the second out of four planned sections for extension of Hemus motorway, which should link Sofia and the city of Varna. This is the second tender for the construction of a section of highway "Hemus" which the agency Road infrastructure launched this year.
In February, Bulgaria terminated tender for the construction of a 60 km stretch of the highway, divided in two sections, due to suspected irregularities regarding the transparency of the selection process and the spending of state funds. The total cost of the contract was 379,97 mil euros, and the regional development ministry claimed it was unable to ensure EU funding to pay for it.
